Roads and Maritime is the only authority that is able to grant vehicle exemption permits for the use of non-complaint vehicles on public roads.

Questions regarding Vehicles used for the screen industry in New South Wales should be directed to Roads and Maritime Services (RMS).

NSW law sets out specific requirements for the use of vehicles on NSW roads including the required vehicles standards, persons travelling on or in vehicles and the attachment of loads and equipment on those vehicles.

If your vehicle does not comply with the relevant standards, it can only be used on a road or road related area under certain conditions. That is, either as a conditionally registered vehicle. The following link provides more information:

A standard and unmodified vehicle that will only be operated for a limited period in a specific location may be eligible for use under an Unregistered Vehicle Permit (UVP). The following link provides more information:

In order to film in or on vehicles, cameras and equipment may need to be mounted around and inside the vehicle in positions that would render the vehicle non-compliant with dimension limits or safety standards applied to vehicles.

In those cases, RMS may issue an exemption permit for loads and equipment fitted to vehicles. RMS is unable to issue an exemption permit for equipment that poses a safety risk to the driver, its occupants or other road users and the vehicle’s operator must make the vehicle safe.

Approval must be obtained from RMS if a vehicle has Film Equipment attached that will:
• obstruct the driver's forward field of view.
• project more than 150mm to the side of a vehicle; or
• cause the vehicle's maximum overall width (OAW) limit to be exceeded, or
• project more than 1200mm to the front or rear of a vehicle; or
• cause the vehicle's maximum overall length (OAL) limit to be exceeded, or
• cause the vehicle's maximum overall height (OAH) limit to be exceeded.

RMS will issue a permit to persons that are able to demonstrate that if the equipment to be used will exceed the dimension limits, it is safely and securely attached to the vehicle and will not pose an unacceptable level of risk to any person. RMS has the authority to issue these permits under Clause 50N of the Road Transport (General) Regulation (2013)

Private Roads/Private Property
A vehicle operated entirely on a private road or private property is not required to be covered by any form of registration, exemption or permit.

The term light vehicle means a motor vehicle with a (GVM (gross vehicle mass) and a trailer with a GTM (gross trailer mass) of 4.5 Tonnes or less.
